I could be wrong, but I believe a film has to be a certain length, 70 minutes, I think, to technically be considered a feature film.

The Academy, American Film Institute and the British Film Institute, consider anything longer than 40 minutes a feature film, while the Screen Actors Guild considers anything 75+ minutes a feature film.
