Ya that isn't true

Tax is on any items over a certain value should they wish to enforce it.

Duty is on top of that on items made outside North America excluding certain categories of products

Yeah, tax is the sales tax. Same sales tax you'd pay if you bought the item in your home province.

Duty is the same thing as a tariff. You know, the penalties you keep hearing Trump/Biden tossing around. It applies to certain classes of goods from other countries to punish those country's industries.

I don't think there are any tariffs applied to Blu-Ray discs regardless from where in the world they are coming from. 10 or 15 years ago there were, though. I remember having to pay actual duty on CDs coming from the U.K. at one point.
