"Legal issues" usually indicates that there are outstanding legal issues/disagreements/ongoing lawsuits that are preventing the title from being released; it's often about disputed ownership of rights, etc.

Clearly you’re not much of a businessperson. Sometimes certain estates don’t want to approve of releases, or they want too much money which would kill any profit to be made by releasing it.

The unusual thing is that in this case (The Babysitter) it was released on VHS and Laser Disc without a problem, and now....?

Whatever the legal issues are, it's not something that Kino, as an independent licensee, would have any involvement in or be in any position to resolve.

Not sure if it is the case here, but there are numerous cases of films being cleared originally for clearly defined broadcast, laser and VHS, but no mention of any future media formats not created at that time. Even "Looking For Mr. Goodbar" had VHS and laser releases, but nothing further, as the music rights weren't cleared for anything after that, and now would cost a fortune, as the music publishers know they have the upper hand and have them by the b***s. A lot of times it's music clearance issues, but not always.

Every film and contract is different, though; could be an estate, or the owner of a novel, or whatever has surfaced.

There are countless films that made it to VHS, and never DVD because of legal issues. Many never even could get a VHS release because only theatrical and broadcast was licensed, or even just theatrical.

Trust me, KLI knows when a legal issue is a legal issue.

We agree, in just other words. The publishers "think" they have the upper hand, but they are actually morons as no one will pay what they are demanding. Yes, the music publishers are 100% idiots.

Trust me, KLI knows when a legal issue is a legal issue.
Added to music rights you can have unpaid lab bills or accumlated years of storage fees where the elements won't be released until paid or banks or creditors preventing access to elements because of undischarged debts or expenses (both apparently the reason Zulu Dawn disappeared from distribution for two decades before Banque Paribas finally accepted a deal). Sometimes it can simply not be worth their time or legal expenses for the small sums involved (the reason some Readers Digest films like It Shouldn't Happen to a Vet and Mr Quilp never made it to DVD and have disappeared from TV).

When they can ask - and get - $250,000 for the use of a single Beatles or Rolling Stones song and $100,000 for other well known songs, it's not in their interest to devalue their libraries by making fire sale prices deals that everyone else will then want. It's no skin off their nose if a DVD or BD of a film they don't own doesn't come out.

Sometimes it's not even money: Mike Oldfield blocked the use of Tubular Bells on new licensing deals for years because he was pissed off with his deal with Richard Branson giving him a cut of the royalties, which is why it's not on the 1998 Warner Home Video CD of The Exorcist that contained Lalo Schifrin's rejected score.

That might very well be the value for a new production. That isn't the value for an old movie or TV show. Rejecting the notion of different prices for different contexts is very much skin off their nose, because they're devaluing their library all the way to zero.

No, they're really not. It's a minescule part of their revenue and it's not in their interest to undermine new deals and pricing for a song that could have originally been licensed for film and TV use only for as little as $250. Smaller publishers will work with licensors but the bigger ones with huge turnover - and it's a constantly expanding $11.7b industry ($5.5b in the US alone, $3.2b of that going to just three publishers) - have nothing to gain from it. They don't need it or the perceived knock on devaluation with the income from their catalogs increasing every year (by at least 30% over a five year period).
