maybe because the game has licensed contents, they’re allowed to remove them once the licenses expire

One of those situations where a game expires, forever and was only rent-able if it was online only. In this case, they allow you to keep playing offline, but never again able to download the DLC if lost.

The game, along with its DLC packs and standalone expansions, was removed from the PlayStation Store on 29 August 2019.

Sony has posted an announcement on the PlayStation website stating that Driveclub, Driveclub Bikes and Driveclub VR will be removed from PSN on 31 August, 2019, and revealed that servers for the games will be shut down for good March 31, 2020.

While all the online features and modes will no longer be available, players will still be able to play the single player offline modes if they own the games.

The post lists what will and will no longer be accessible to players after servers have shut down in 2020:

You will not be able to:

- Use your season pass online.

- Represent your Club online in Multiplayer events or tours.

- Play online multiplayer and compete in challenges.

- Create your own events.

- Compete in leader boards, or share stats and player progress.

You will be able to:

- Use your season pass on all single player and offline modes.

- Continue to play all game (DC, DC VR and DC Bikes) and DLC single player functionality in offline mode.

- Earn Trophies in single player/ offline mode.

Sales for the games will also come to end from the 31 August, 2019, so if you’ve been wanting to rev your engines and get in on some speedy racing action, you only have a handful of months left to pick it up.

Driveclub first hit the roads back when it was released in 2014, and was one of the earlier PS4 exclusives to be released when the PS4 launched back in 2013.

Even if it has licenced content, they would only be legally compelled to do what R* does for Digital GTA V copies to remove the expired licenced songs and replace them but the disk version is unaffected with whatever was actually printed at the time of production unless the disk version is updated which you need to do to play GTA Online which will then like the digital version remove such songs.

The whole wording implies people who purchased have access via their Game Library to play it online but can't purchase again if somebody else wanted to. That's the gist and you can only play offline as all servers are now discontinued.
