Laurie is in a state of shock and on the verge of uncontrolled sobbing so she is choking up a bit stating, "‛Twas the boogeyman..." The fact that she does not say "It was" and uses the contraction was just Jamie Lee Curtis's way of conveying the desperation of the situation and moment through her line delivery.

Carpenter wanted to go out with a dance number. The line, "Who wants to bogey, man?" is a holdover from an earlier draft of the script.

[Show spoiler]She's definitely saying, "(It) was the bogeyman." There was a discussion thread over at the old IMDb (RIP) with endless, endless back-and-forth from very passionate people on both sides. Ultimately, for me, the delivery from Loomis simply doesn't work as a response to "What's the bogeyman?" But also, the point is that Laurie has come to understand the unstoppable evil she's faced; within the context of a movie, in which she is constantly reassuring Tommy that there is no bogeyman, it's a powerful moment of realization for the character.

As your first quote indicates, the 'it' at the start of the sentence was kinda lost as Laurie chokes out the words, but that's definitely what she says. And not only does Loomis' reply make no sense to "what's the boogeyman?" (which itself makes zero sense as a line), Laurie doesn't say it with an upward inflection at the end to denote a question. She's making a statement, not aksing a question. It WAS the boogeyman

I actually always hear it as “was it the boogeyman”, with the “it” kinda getting lost. Might be wrong, but it’s how I like to interpret it.

Halloween 4 used the same model of Don Post Shatner mask was used for Halloween (1978) and Halloween II (1981) except the one used for Halloween 4 has the eyebrows painted black (and the director of photography also didn't light it correctly). Eyebrows are too expressive and ruin the expressionless blank-face beauty of the original mask so I'm convinced that's what all of the sequels until Halloween (2007) did wrong.
