These Steelbooks are being released by Warner, the first film is held by MGM, and they licensed the 4K to Kino who put it out last year. I believe the film will also be included with the 4K anthology set (although it only looks like 3 films mentioned on spine, so maybe not?), but perhaps Warner aren't allowed to make an individual release of it.

I find it also strange that it looks like only 3 titles are listed on the spine of the Anthology Box, but the site that put out that artwork (and the 2 individual artworks that now are confirmed) lists this in the description:
"From director and mastermind George Miller comes the super-charged Mad Max Anthology 4-Film Mad Collection in 4K UHD! Includes Mad Max, The Road Warrior, Mad Max Beyond Thunderdome and Mad Max Fury Road."
