Let's put it this way. If the goal is to diffuse a tense situation and possibly prevent a conflict, definitely Picard.
Once diplomacy fails and the shooting starts, definitely Kirk. I voted Kirk. |

Yeah, Kirk always seemed like the more combat-ready type, shooting first, then asking questions if anyone was left alive. Picard was usually the reverse, seeking diplomacy over violence.
