I've tried looking at the UK set releases, and those are still as expensive as the US discs. And even my local used movie/music stores have zero copies of any Voyager discs in stock.
It's not a series that's out of print, so it's not rare or hard to find. It's not the most popular Trek show, so it's not like it's a coveted set of discs. It's (probably) not coming out on bluray, so it's not like these discs are going to be collector's items. So, I don't get it. I've purchased TNG on bluray for less than $100. I've seen sales of DS9's series set on dvd going as low as $40. But Voyager? Is there some secret as to why this show still commands ~$120-$140 for a whole set?

You're right, the series is pretty expensive. I kept lurking around on ebay until I found a seller with the complete set used. I think i paid between $60 and $70. It's been a few years so i don't really recall the exact amount.
I also chose to get the individual seasons in a packaged set as opposed to that large case that has the stacked discs
