1930s, I would think it's between Snow White as the first major motion animated feature length picture of 1937, versus Wizard of Oz. As a fan of animation but also the Wizard film, I don't think I can choose only 1 winner, unless I consider which film I've watched more often in a life time. Then it would go to Wizard of Oz.

It's on YouTube. A fantastic example of Italy's mid-teens craze for films built around the swooning emotional displays of hold nothing back divas.
"Tigre Reale" 's star, Pina Menichelli, is uniquely mesmerizing.

Lots of intriguing lists. Pleased to see mentions for unusual (but fully deserving) choices like "The Song of Bernadette"(40's), "The Tenant'(70's) and "Paddington 2 (2010's).

Because I'm more into animation, almost all my answers ended up being animated films, so I decided to also rank a live-action film for each decade as an alternate answer. Whichever film's listed first is what I'd pick if I only went with one.

1930s: Gone With the Wind (1939) / Snow White and the Seven Dwarfs (1937)
1940s: Pinocchio (1940) / Little Women (1949)
1950s: Cinderella (1950) / The Virgin Queen (1955)
1960s: The Sword in the Stone (1963) / Murder, She Said (1961)
1970s: The Exorcist (1973) / The Many Adventures of Winnie the Pooh (1977)
1980s: The Little Mermaid (1989) / Poltergeist (1982)
1990s: Hercules (1997) / The First Wives Club (1996)
2000s: Spirited Away (2001) / Moulin Rouge! (2001)
2010s: Call Me by Your Name (2017) / Frozen (2013)
2020s: Raya and the Last Dragon (2021) / Promising Young Woman (2020)
