Default Cheapest way to ship movie posters?

I know that since April, the USPS has increased costs on shipping posters longer than 22" which most movie posters are 27x40". This leads the costs to run over $15. I just don't understand how some sellers on Ebay can still ship posters for less than $15. Anyone have any idea how sellers do this? What service do they use to keep the shipping costs down?

One fair way would be to use a document mailer tube, that you can roll up your poster and put it in there for shipping.

Yup. Tubes are the way to go, if the poster is rolled- which all reprints, and some authentic one-sheets, are.
