Pretty sure I've read multiple times that the TNG blu ray restorations didn't sell near enough to justify the cost and DS9 wouldn't be worth it. Love it if that changed but it's about money first and foremost.

That is correct. Regardless of what some folks think, the studios do it for money, not "for the fans" or altruistic purposes.
