I just pre-ordered from BB for $13.09 and will pick it up on release date.

It has been sold at BB since June 30th, because of a deal with Starz/Anchor Bay. Now that it's being sold at a reasonable price, it's a preorder.

Really I don't know, but if it's cheaper than $24.99 I'm getting it.
