If I had to guess, I'd say Bela Lugosi's estate is partly to blame. They've had a reputation with being very difficult in likeness negotiations over the years.

I'd have thought that would have already been taken care of since Drac was a part of the initial announcement. Unless the $$$ side of things was done and the estate is being picky about the final sculpt...
