how was the re-issue of Pee Wee lazy?
afaik they're the exact same disks as before and they didn't seem to have any issues, it at least brought the disks back into circulation

It is fully possible that the BD mix is closer to the original and that the LD has a remix from '96, but unless there's another home video release that has the original mix or there's more evidence to support those claims then I'm unconvinced.

Then how can we be certain that the UHD is original and not a downmix? Or frankly how can we confirm if the '96 re-release even had a remix or if they just reused the original? It certainly makes more sense to use an existing Dolby Stereo track then create a new one.
