I believe they did it for two reasons:
1. Giving the three main girls more free time. They tried to do that with replacing them with other actresses playing them because of the spell they did in the previous season. However, the network didn't like it at all so instead they introduced a new witch who would take more screen time from the sisters.
2. They were probably hoping for a spinoff the next year.
I feel like after Season 4, the feeling of the sisterly bond was gone. It was every sister for themselves. Adding the stupid magical creatures changed it too. Season 7 was supposed to be the end, but The WB changed their mind. Although I don't think that ending was very satisfying either.

I remember being a part of an online group that was obsessed (I wasn't) with trying to get a Charmed Brothers spin-off with Chris & Wyatt. Billie wasn't introduced very good and her character was rushed. They even had her finally finding Christy, what should've been a huge moment, offscreen. Coop was insufferable. Sigh...

And yet I still have fondness for the show.
