I have no idea, but you can enter a title at justwatch.com and it will tell you where it can be streamed, rented, or purchased digitally.

They have an app, too. I do not know how reliable their info is, but it is a good place to start a search.

I bit the bullet and bought the individual volumes of Hey Arnold last night. The SD quality sucks compared to what was on I think Hulu/Paramount+. But it’s one of the greatest cartoons ever. Spent $40 for all 8 volumes. Not like it’s getting an HD remaster anytime soon.

All the DC Animated Universe stuff, and Hanna Barbera cartoons are on Max. Includes old Scooby stuff, 90’s Cartoon Cartoon shows on Cartoon Network.

Peacock has a pile or did at one point, along with a pile of anime. I'm not sure what they have at this exact moment. Apart from that, there are a ton of authorized/official YouTube channels with 80's and 90's cartoons, though you can best enjoy them if you have YT Premium.

Get the JustWatch app. Go to TV, go to popular, press the filter icon, then search by animation, years 1990 to 1999, then sort as you wish. I did just that and came up with 139 titles.

Batman TAS is on Max and Amazon Prime
Reboot on Amazon Prime
Darkwing Duck on Disney+
Phantom 2040 on Amazon Prime
X-Men on Disney+ and Hulu
Aeon Flux on Paramount+
Bayman Beyond on Max
Bobby's World on Amazon Prime
Exo-Squad on Peacock
Extreme Dinosaurs on Peacock
Steet Sharks on Peacock

And a bunch more.

The JustWatch app will tell you which are available in HD.

Batman The Animated Series is in HD and looks good.

Phantom 2040 is listed in the JustWatch app as being in HD but watching the first episode and quality varies greatly throughout from some decent looking animation to downright blurry.
