It's why I question when and how the game changed.

Mojo was just making comparisons, not saying that they could actually get the money from them. And it was roughly three episodes, which was $30 million or so. It was like "Hey Paramount, for what you're paying for three episodes of Discovery we could remaster all of DS9 and Voyager too". He didn't expect them to *take* that money from Discovery, just that the return on investment was there if they were willing to spend a bit more at the time.
