Yes and No. In terms of tone and atmosphere, yes, the 2006 film is quite a bit more dark and gritty. But in terms of actual plot points and story, the 80s series is actually darker and more tragic. I was reluctant to give the series a try because it just seemed too campy for me, but when I finally decided to watch it I quickly realized that camp was needed to give levity to all the tragic stuff that happens in a lot of the episodes. It's now my favorite tv series, and the 2006 film is still one of my top ten favorite movies.

Mann did the right thing with the 2006 film. If they had tried to replicate the style and look of the tv series the film would have fallen flat on its face.
