Switch 2 is going to treat un-patched Switch 1 software with the same CPU and GPU clock rates as it would have on an actual Switch 1, surely. To do otherwise might expose bugs that the games hadn't been tested for, which would be bad for end users.

On the PS4 Pro they had an option to use the full clock rates with a warning if it causes issues to switch that off. They could do the same thing for Switch 2.
