Would have been interesting but it was late in the 7th season, so perhaps there wasn't anymore time left. Perhaps also the creators didn't want to pursue this, Section 31 needs to stay elusive, not everything needs to be solved and I can live with that also but still, it would be interesting, as long as the Section 31 thread isn't entirely unraveled.

Not solved, but there should have been more done. Why would Bashir trust Ross? Would Bashir not share what he knew with Sisko? They were all reporting up to Ross until the final episode.

Not sure if I understand you all the way, but at first I think Bashir has no reason to distrust Ross, I think you mean during episode "Inter Arma Enim Silent Leges"? I think after this he most likely no longer will trust Ross. I would assume he does inform Sisko about this because he went along with this after Sisko's approval if I remember correctly. Perhaps a thread left hangin because so many things were going on.

It feels like the entire thing was dropped. Because Sisko has plenty of openings to confront Ross on this, after Sloan died who would take his place?

Is true indeed. Would be interested to know the reasoning of the creators if this was consciously made. Perhaps they just didn't got around to it finishing the series. Or perhaps a conscious decision on Sisko's part to pick his battles or something. We will never know, now that you mentioned this, I have to say, I never thought about it! Good point.
