I asked him why this his happening, and he told me honestly that he didn't exactly know, but it is only happening with upgrades, not end-of-term renewals and new customers. And it is happening at lots of places.

Anyway, my situation has been resolved satisfactorily and I'm very pleased about that , as you can well imagine!
