AMZ QP discounts on existing pre-orders?

Thanks. For some reason AMZ always gives me QP for the DVD versions of the movies I pre-order in BD format. Seems kind of evil to me... For example, currently have pre-ordered Public Enemies on BD and today I got the DVD version in my QP. I wonder if I pre-order the DVD version next time would they QP me the BD version?
