Not likely. Cars was just re-released on Tuesday bundled with a DVD and two toys, but the actual disc content was the same as the 2007 release. What it really boils down to is how many bonus features currently exist and in what format (SD or HD). Cars and Ratatouille both only had single disc DVD releases and the Blu-Ray equivalents had more bonus features, but were still single disc. So to add a second Blu-Ray disc would require a lot of money to fill the disc with new bonus features. A Bug's Life had a 2-disc DVD set, but most of the bonus features were in SD, so it all fit on a single Blu-Ray disc. Whereas Monster's Inc. had a 2-disc DVD, but a lot of the bonuses were made in HD and so the Blu-Ray required 2-discs as well. I'd guess that Finding Nemo and The Incredibles will be 4-disc combo packs when they are released to Blu-Ray since their bonus features were made after Monsters Inc. and were most likely done in HD as well. But the bulk of the Toy Story and Toy Story 2 bonus features were done earlier, so it's possible that all of the bonuses for those films will fit on a single Blu-Ray disc, making them 3-disc releases (Blu-Ray, DVD, digital copy).

If you want Cars and Ratatouille on Blu-Ray, it's pretty safe to say that neither film will receive a substantial upgrade anytime soon, so you should get a good 7-10 years out of the current releases before anything better comes along.
