Where to post bad eBay buyers/sellers when dealing with steelbooks?

I have sold steelbooks on eBay and have been scammed once or more	16	9.88%
I have bought steelbooks on eBay and have been scammed once or more	32	19.75%
I have experienced both option 1) and 2) on eBay and since then trade only on forums such as this	3	1.85%
I have never been scammed while buying/selling steelbooks on eBay	111	68.52%

Try to go against a top rated seller with a small account like mine is a tough ask.

I'm told by PayPal that if the online tracking shows that the item is delivered I can get my money back so I need CP's help if I'm ever to see my money again.

It matches the exact postal address to which I sent the parcel too including the person's name.
