So true. At least Minnesota was lucky enough to get a good Governor (Dayton) to stand up to the crazies in the state legislature. Otherwise their government would be as bad as my state under con-man Rick Scott.

Yeah, the big difference is that the salary floor will be higher. In 2009 teams only had to spend $107 million, and it is expected that teams will have to spend at least 95% of the cap ($114 million if the cap is $120 million). In addition teams will actually have to spend the money and can't use phony accounting like incentives deemed likely to be earned when in reality there's no way they'll be earned.

First-round picks now will sign 4-yr deals, with options for a 5th-, that will decrease their money 40-50% from last yr. Vets get $ instead.

Thank god. They needed a higher floor to get deadbeat owners to spend money. Not to name any names, but... the Glazers (Tampa).

Yeah, the Glazers had the lowest spending team last year with a payroll of $80.8 million, yet still felt the need to layoff all employees for a week in May. The Chiefs, who had the second-lowest payroll at $84.5 million and hosted a playoff game, cut pay of all employees. Last year 10 teams spent under the $114 million that would be the salary floor if the cap is $120 million.

They've been a complete disaster for the Bucs for many years now. They are total deadbeat owners. It seems like they just consider the Bucs their black sheep. Manchester United is their cash cow. Thankfully the Bucs have built through the draft well in recent years to stay competitive.

I understand the point of a salary floor, but if you are raising it 7+ million...that seems like a lot in one year.

If you can't get free agents to join your team...uhh...hire walk-ons to get to the 7 extra million?

Renegotiating contracts to give your players a raise seems moderately unlikely.

Just curious how this type of bump has been handled before.

Albert Breer says 90% -- is this still being negotiated maybe ?

"The 2011 projected cap will be roughly $123 million, according to sources, but as a practical matter will "feel" more like $130 million to teams when cap credits and new cap exceptions are factored.
Teams will have to spend, in cash, 90 percent to the cap minimum and league-wide spending will be pegged at 99 percent to the cap."

This isn't the NBA where a lot of crybaby superstar players outright refuse to play anywhere but one or two cities. The vast majority of NFL players will play wherever they're offered the best deal to play. I suspect teams won't have much trouble filling out their cap space with quality free agents.
