Depends on the mythology. But usually most folklore referring to ghosts allow them to manifest however they want.

Yoda: "Luminous Beings Are We, Not This Crude Matter".

That would actually be funny to see. Have Yoda & Obi Wan's ghosts, then Darth Vader's ghost fades in and challenges Obi-Wan to a lightsaber fight. Obi-Wan just rolls his eyes and turns back to Luke. Cut to Luke smiling at them, then back to the ghosts, where Darth keeps swinging his lightsaber at Obi-Wan, but since they're all ghosts, it just keeps going through him.

See, what you've described is exactly what George has in store for the 50th Anniversary 3D-Hologram version of the Saga. It's a little known fact that George is a huge fan of Force Ghost slapstick. He always thought it would be funny to insert some Force Ghost slapstick into the conclusion of the Saga.

Honestly, this is one of those debates where I think both sides have perfectly valid points. It just comes down to personal preference. I would much rather have Sebastian Shaw show up as Anakin's ghost, because Luke never saw young Anakin, but I can go either way. I still think Hayden's ghost looks decent next to Yoda & Obi-Wan (he doesn't stick out like a sore thumb to me).
