I'm afraid to say that you assumed incorrectly.

So, back to the topic at hand. Anyone know why I can't get BD-live on my "Dark Knight" imported steelbook to work? Is BD-Live for WB discs region locked?

I can only think of three conclusions: One that BD-Live isn't region specific otherwise a lot more people would have mentioned they were having dificulties. Two The Dark Knight service is no longer available due to the BD been a couple of years old and Warners want to free up the space. Three BD-Live isn't region specific but is IP specific.

The only thing I could find about BD-Live and region coding was stuff to do with AnyDVD software where there were updates for people who wanted to disable the region coding but wanted to keep the BD-Live feature when backing up their Blu's.
