I believe you're looking at a pre-production picture, which is 2D. I highly doubt that's the way it'll stay. Guess we'll find out for sure when the preview is shown during Wall-E.

it looks like it's gonna be like an old cartoon style movie. I wouldn't put it past John Lasseter. He's very much into the foundations of cartoons. I saw him talking about his appreciations of both art forms in an interview once. Sorry no link.
