To be devil's advocate here, I have to say Gandalf and Sauron are really immortal so that has to be taken into consideration. Also Gandalf and Sauron both possess enough power to reshape the face of Middle Earth, no idea why Sauron didn't but Gandalf was not allowed to. He was only allowed to use his power to help the force of good win against the force of evil.

Still think the Chancellor is more powerful, just saying you're discounting the powers of the Middle Earth sorcerers.
