You can install any program that would normally work under Linux, including VMWare or some such program. After that you would be able to install Windows in a VM, but I don't know if you would want to do so because there may not be enough memory to run both OS's and Windows may not recognize some of the hardware in the PS3.

Yes, you can install and run LINUX. However, any software must have binary compatability with the Cell Processor. That leaves out all Windows software. I know of no x86 emulation available for the cell. However, there are many nice LINUX applications you could run including Open Office and, I believe, FireFox.
