For starters, you need to be able to read/understand Japanese sufficiently to read amazon.co.jp's terms & conditions:

Use of the Amazon.co.jp site and Amazon Marketplace ® services ("Services") is limited to Japanese-literate parties that lawfully can enter into and form contracts under applicable law.

They will tell you that your regular amazon login does not work on their site. You have to create a new login especially for them.
They probably had a bunch of morons ordering from them not knowing what they ordered and then complain afterwards.
