Actually if you turn it off but its still plugged into the wall, the surge can come in and kill your electronics, as the powercenter is off (thus the protection is off). I have a friend to turned off everything but left it on and during a storm his house got a surge which killed every electronics device plugged in at the time, whether they were off or on.
