Epic didn't come out and say that it only uses about 28% of the PS4's capability. I think you might be talking about "Mike R" or something on Beyond3D. He's not Mark Rein. He's, supposedly, someone that gets little trickles of random information here and there.

Likely, this was still using DirectX11 on the PS4 dev kit (just approximation hardware). That would wipe away at least half of the PS4's true ability.

Either way it looks incredibly good!
