Darth Vader has always been my favorite villain until I watched Skyfall. Raoul Silva is now my favorite movie villain. The AFI Top 100 top 5 villain are Hannibal Lecter, Norman Bates, Darth Vader, Wicked Witch of the West, and Nurse Racket.

Afi top 50 heroes, and villain.
http://www.afi.com/Docs/100Years/handv100.pdf

Terminator is #22 villain, and #48 heroes.

I do love Atticus Finch as the #1 hero because it shows a hero doesnt always need guns and fists, but to stand up for what is right.

Darth Vader because you will never forget his breathing. Every time you hear it...you know. The Joker not so much...anyone can laugh (there is no iconic 'laugh'). Plus Vader has his own theme song.....

More memorable I'm going with Darth Vader, but Joker I think is the most memorable of this generations movie villains.

I Chose Darth Vader from the list but there is one that should have been on the list. Anthony Perkins as Norman Bates is much more memorable than Hannibal Lecter!

Voted for Dark Helmet - I mean Darth Vader.

Honorable mentions:
Voldemort
Jaws (both the shark and the Bond character)
Joker (both Ledger and Nicholson's)
Terminator
The Wicked Witch of the West

While he's not my absolute favorite, the most memorable is probably Vader. Pretty much everyone knows who Darth Vader is, even people that have never seen the films.

Not my pick, but every villain list needs Freddy Krueger. He was once called "the most iconic villain since Darth Vader", and Freddy was EVERYWHERE in the 80s.

My first thought was Hans Gruber. I even thought of Cruella DeVille. Agent Smith? Not even in the same league as Joker or Vader. I'd have to vote Darth Vader for most memorable villian.
