But they also have the Stilstrider... Stilrider... whatever those weird insect looking things were that would take you to the major cities. You just had to pay to travel. And if you talked to certain people or read certain books then the cities would appear on your map. You have to be careful when looking at that Morrowind map as well because there are two views. A close up view and a world map view.
