Alright I checked a couple of prices on my lunch break today and here is what I would recommend to make the most of your budget and meet your criteria.

Hsu Research package deal to get their good sounding bookshelves and center channel with the STF-2 subwoofer, which is a fantastic budget sub. The output from the bookshelves should be plenty for a small room in a condo where you won't want to disturb neighbors anyway. The 5.1 system will cost you $1,049.

And then drive them with this:

That's a great receiver with plenty of features for a bargain of a price. I own a less expensive Yamaha and I can attest to their quality. The receiver will set you back $515 or so. I found some refurb or open-box examples for that price so as long as you don't care about it being sealed in the box you can get a great deal.

Total cost: $1,564

That system will give you:
  • 5.1 channel audio with future expansion up to 7.2
  • Pre-outs for bigger, more power hungry speakers in the future
  • Clean, solid bass down to 25 Hz
  • 4k video passthrough
  • Good quality speakers that can be driven without external amplification

That's what I got for you, hope it helps.
