Yeah, as Foggy said, it will be the same actor in a different role.
I'm sure he'll look different so people don't notice and be like, "hey, that's Mad Dog!"

Also, its not a prequel but is set shortly after The Raid from what I gather

No different than Pat Roach playing the bald German Mechanic (and giant sherpa) in Raiders of the Lost Ark, the Head Thuggee Guard in Temple of Doom, and a Gestapo agent in Last Crusade. (The part of Dovchenko in Crystal Skull clearly would have been his as well, but he died in 2004. )
