Only the main features on both films are English subtitled. The bonus features only contain Chinese subtitles.
Poppy Hill is Region A coded, while Only Yesterday is Region A and C coded.
Compared to the Hong Kong releases, the Taiwan releases have more extras (probably due to Disney's role in the Taiwan Blu-ray releases), and compared to the Japanese releases, the Taiwan releases retain some or all of the extras (excluding physical extras in most cases since the Taiwan releases are in standard blu-ray cases).

Just to clarify, these are subtitles, not dubtitles. And did you check the region coding on your player or is that what is stated on the box?

I doubt you'll see a noticeable difference in terms of quality
IF they use the same source (no different colours/contrast etc).
The US version also has more extras.
I haven't found a comparison of the 2 yet.
