I buy and sell in ebay, and I would NEVER consider doing business with a seller that wants to impose a surcharge. Having to pay fees is part of the cost a doing business. Obviously, I would never even think of having a surcharge in my auctions. Exactly, which is exactly why I think this rule should be implemented. And if the mods are trying to get away from things that are unethical such as the scanning of coupons....this is clearly a violation of Paypal's rules, plain and simple.
