I was debating between the 64gb and the 128gb. I usually get the highest possible in hard drive space so probably get the 128gb but that thing is pricey
The screen worries me a bit though. How's the movie viewing, color wise?

I have used it a lot for movie watching the past couple of days and I have to say that it looks absolutely gorgeous! The only time I have an issue is when I look at jpg files or pictures on websites like the BD covers in the deals section.
That's not really an issue as everything else looks absolutely gorgeous. But if you do watch 480p videos, they look slightly worse than a 720p iPad.
You're spending quite a lot of money anyway, might as well spend just a little bit more and get the maximum space possible.

I am wanting to get an iPad mini 16G as a gift for someone and am concerned about that one statement about the storage. I have in mind to get an AirPort Time Capsule in the new year and hoped that that would work well for storage concerns. Can the 16G's be used for the apps, then the Airport be used for her pics and music etc?

No problem

. There's no easy way to say this but it would be better not to buy an iPad than get a 16gig version. I bought a 16gb iPhone 5 as the other ones were out of stock and I really regret it. You get around 13GB of space after the OS is installed. The problem is that most apps take up a lot of space and you'll need to leave at least a few gb free as 'buffer memory' as the iPad stores a temporary cache when you're streaming movies, podcasts or even using iTunes Match. I was watching Star Trek via iTunes streaming on my iPhone and 2.5gb had disappeared. It was only when I closed the video streaming and rebooted my phone that it came back. I think you can get a third party app and use a time capsule for your media. Just remember that most apps are 1.5-1.7 GB. iWork and iLife alone take around 3gb.
I'm not into gaming on a tablet but I'm currently playing The Walking Dead and it's pretty awesome. Get a 32gb at least.
