My PE had this effect in two different spots, both of the shots with the waterfalls, it only happened on that part. It is just like snow, where it seems that certain pixels blink rapidly with the color the shot should be and then in white. It seems to be a interlacing problem, I'm not sure because it seems to flicker alternately with the scan lines in 1080i. I have noticed this as well on some Blu-ray and theatrical trailers that are 1080p from PSN. My TV only goes up to 1080i.
