I do not think this is a practice that is done often, but it has been done before. For the 1776 Pioneer Special Edition Laserdisc, the producers hired someone to create an artificial Overture, Intermission, and Exit music (As none had existed before). And just like this BD of Circus World, the additional pieces of music certainly enhance the overall enjoyment of the film. They had much clearer soundtrack elements for that release, so it sounds like it's just part of the film. For Circus World, you do notice the inclusion of the LP record, when creating the additional music.

But it's still a joy to have, and we all should be very fortunate the French team went the extra mile on the release of this to BD.
