If you read the article it says that it contains both versions. Also, there is a picture confirming.

The cover says both. Why did it merit a single release, while the others are all double features?

Because it is arguably the biggest of all the titles in America and the only title that they have that has 2 distinct cuts of the film.

Exactly. It's also the only Toho Godzilla film that received a US theatrical release by Sony. All of the other movies went straight to video and/or TV here, so that makes G2000 a "bigger" title for Sony.
