In a fight, Kirk would totally kick Picard's hide.

But, I believe Picard is a far better leader. Kirk pretty much gets by purely on instinct and brawn, and relies heavily on Spock and McCoy for wisdom. Picard has his own wisdom, and only relies on others for input and perspective. Therefore, he's better at making command decisions, imo. He makes it so.
