Companies merely label them v1.3 to appease the masses who believe the hype. Most any cable rated category 2 will pass the info. Even a category 1 cable may pass but more likely to have problems.

The HDMI v1.3 rating is intended for the hdmi transmitter/receiver chip at the terminal of each device not the cable itself.
