A mini-DVD is exactly same as a full size one, just smaller. If the contents fit on the disc, you can put it on. You burn (or press) a mini-DVD the same way you do a full size one. The format is exactly the same, MPEG-2. There is no magical formula or anything special.

The video may need to be compressed more, depending on the length and bitrate, since the mini-DVD holds less data than a full size disc.
