No, not all Universal releases are region free.

Step Up is Region B locked because of the distribution deal with Disney. It was released earlier than Disney's.

Step Up 2 the Streets was originally Region B locked, but future pressings became region free.

Disney only has the distribution rights to the first three films in North America. They have no say in what happens elsewhere. The franchise has always been financed and produced by Summit Entertainment. Once Lionsgate acquired Summit Entertainment is when Disney lost the US distribution rights to the remainder of the franchise. I am sure Disney is not too bent out of shape over it either considering the US box office take of the last two films have been nothing to be excited over. The franchise still is a moneymaker internationally, but it'll be interesting to see if a sixth film gets made and if so, will it even get a US theatrical release at this point based upon the poor performance of this entry here in the states.
