I'm pretty sure it is more of a Netflix thing though. They didn't offer special features for HOC on disc but they offered exclusive commentaries for each episode ONLY on Netflix. Netflix doesn't want to allow a set with the episodes AND Features otherwise there is no incentive (other than seeing it earlier) to watching on netflix.

House of Cards was produced by Media Rights Capital. They did the commentaries too. I don't think Netflix had much say in what supplements were produced there, they're mainly just the streaming distributor (Sony being the physical disc distributor). With Lionsgate both producing, and physically distributing Orange, things could very well be different, we don't know at this point as mayorofsmpleton says.
