Anyway, I know Gary Oldman on Conan said that when they were using the IMAX cameras, they had to try to restrain their acting so I wouldn't be surprised if that also was a factor when deciding to go 35mm.
No. All of it is Heath's voice.

As for Oldman, I remember that interview too. It sounds to me like, as cool as it is for us as the audience, filming in IMAX is a pretty big pain in the ass for everyone involved in the production.

The film wasn't.

IMAX's 70mm film is a lot more expensive then 35mm.

EDIT:
By the way, Nolan did not say he couldn't shoot the dialog scenes in IMAX, he said they would be more challenging to shoot in IMAX.

Well thank you for pointing out the obvious. What I am telling you is that WB's own executives have said that the cameras were provided by the IMAX corporation for free. It is the first Hollywood film to use them so IMAX wanted in on it for promotional purposes, and I am sure WB "paid" them with a higher percentage of the box office profits than they would receive if it was just a blown up 35mm print being shown in IMAX theaters.

One one note from caption obvious.

The Joker had speaking lines in the IMAX scenes.

So here is the question.

Is the dialog dubbed, or is the camera not that loud?

The dialogue isn't dubbed. They just have to work harder to record it than when using regular 35mm cameras. It's one of those things that is a pain in the rear but tolerable because they only filmed 25 minutes of the movie in IMAX and most of that footage is action rather than dialogue. Read this quote from Nolan:

"So, I would be interested in shooting a whole film in IMAX. The big hurdle to doing that is um, it's very, very hard to see how you do dialogue scenes, because the cameras are so noisy. And the lenses are so wide, you're shooting this conversation, the cameras go you know, 18 inches from your nose, basically, and it sounds like one of those small portable generators. That's about the level of volume of it. So to just speak over that and to act as if that's not there is very tough."

Notice that he calls it very tough rather than impossible.

Actually, the real reason was that the camera's were to heavy to film every scene in the movie and it would make the whole movies actual shoot time take much longer. IMAX camera's weigh about 5 timesmore then standard 35mm camera's.

Reasons for not shooting whole movie in IMAX
*IMAX 70mm film being alot more expensive.
*IMAX cameras loud.
*IMAX cameras heavy.
*IMAX cameras only shoot 3 mins at a time.
*IMAX takes roughly 1 week for rushes to be prossesed so you don't know if you stuffed up the footage until 1 week. If you screw up you have to go back back and re-film it and wait for another week.
All dailogue is filmed on set and the sound engineers work very hard to filter out unwanted sounds. Like how you brain can filter out noise in a loud crowded room and only hear the voices of people you want to listen to. One scene that shows not as much effort was put into filtiring sound out was The Jokers entry to the party. You can hear background set noises like coughing from the crew alot of echoes and footsteps of the camera man.
