Peter Berg.

Very Bad Things, The Rundown, Friday Night Lights, the Kingdom and Hancock. All very different movies in different genres, but all well done.

So far director's that have done no wrong for me:

Christopher Nolan
Kevin Smith ( Yes, I liked Jersey Girl )

There are also a few directors like I really like but have done at least one disappointing feature like:

James Cameron (I worship T2 and most of his other work is great as well but and people will hurt me for this but I really didn't like Aliens )

Danny Boyle (28 Days Later / Sunshine are brilliant but man The Beach was bad!)

Peter Berg ( The Kingdom is amazing & Friday Night Lights / Rundown were great but Hancock while okay was a big disappointment for me )

Kubrick comes the closest for me. His movies are always challenging and enlightening. Nolan comes pretty close but one or two of his movies have been pedestrian to me.

Alfonso Cuaron: Y tu mama tambien, Children of Men. he hasn't done anything i dislike.

About Spielberg. i think the problem is most of his movies have annoying happy endings. Minority Report has one and War of the World was a solid movie up until the Last Act. He redeemed himself with Munich but nobody saw that movie.

Scorcese did the Messy Gangs of Newyork. The editing is just bad.

nolan is the only director that i can think of off hand that hasnt made a bad film yet

but he's only made 6 so far
it could happen in the future of course, but right now he's batting a thousand
